2011 NACo Award: Working Collaboratively to Address the Needs of all Preschool Children in the County of York

The innovative collaborative agreement between the York County Division of Children and Families Services/Head Start and the York County Public Schools exemplifies the cooperation of two distinctly differing government agencies. The staff of both divisions came together to problem solve and work together to enhance and improve services to the families of York County by providing a smooth, clear preschool application process to the citizens of York County.

The cooperative agreement allowed both agencies to enhance cost effectiveness of existing County services, along with a new central point of entry service to County residents helping to fill the gaps in existing services. This cooperative agreement between York County Public Schools and York County Division of Children and Family Services/Head Start is worthy of and has received the 2011 National Association of County Administrators (NACo) Achievement Award.
